ST. KILDA COUNCIL

The fortnightly meeting of the St. Kilda Borough Council, held last night, was attended by the -Mayor (Mr I). C. Cameroni. Crs Allen. J D. Cumeton, S. B. .Madonald, W. J. Uu-k. J. Harris. W. Thomp-.-oii. 11. M. Kwiug. W. Clark, and C. .J. Core. A quantity of formal correspondence was tccei\ed. llcpoi ts. With reference to a letter from the Buy Scouts asking for the use of the hall on Wednesdav evenings, the Finance, Ceneral, Reserves.' Tramways and Bire Brigade Committee reported recommending that the scouts should be granted the use of the hall from 7 p.m. to 9 p.m., at a rental of 5s per nigh'., or. if the supper room only is required, at a rental of Is per night, it being understood that should the Council require the hall the scouts should change their night. Tho Committee recommended that a rebate of £1 be granted to the St. Kilda Cricket Club as portion of the rental of the hall for four socials held during the winter months. Thev also rec immended that the request of the secretary of the St. Kilda Church of England for the use of a key of the hall should be tie •lined.—Adopted. The Works, Water, and Lighting Com mittee reported, inter alia, recommending that the footpath on east and west sides of the Main road from Bay View toad to Mr J. Al'Kenzie's property ho tarred am 1 sanded at an estimated cost of £3o.—This gave lise to discussion. A suggestion by Cr Harris that there were- other paths in the borough which urgently needed tarring and sanding drew a retort from the mayor that this would involve an expenditure of £l5O. The Committee considered that the Main road was the most urgent, and ways and means would hardly permit of the work being carried out at present.Cr Thompson .u'ged a progressive policy now that they had got their loan, but the Mayor insisted that the loan was obtained for formation, ao-l not for maintenance.Cr Alacdoinl ' pointed out that the Finance Co:> ,ee were to report on ways and means in connection with jarrah kerb iug. and the matter could, perhaps, he then dealt with.---Cr. Kwing gave it as his opinion that loan money could be legally expended under the head of formation so long as paths had not been finally asphalted ami kerl.ed.—The report was adopted.

—(icneral. —- The matter of improving some of the electric lights in the borough was referred lu the Lighting Committee to report. Referring to the lupins at the side of Victoria road. Cr IJurk said that they were so that children playing there were completely hidden. A child might easily jump out under a tramcar without the motonnaa seeing it.—Referred to the inspector. On the motion of Cr Macdonald it was decided that the police should be requested to see that the borough by-laws were carried out more stringently in regard to vehicular traffic on flu footpaths in Coughtrey street. It was stated that the footpaths in this'street had been so cut up by drays that it was difficult for ladies to use them. The tender of James Moir for the supply of dog collars was accepted. It was decided to grant the use of the band rotunda grounds for a religious service for Sunday next. The Mayor referred to the Drainage Board's prompt action in Royal crescent ditch. At his suggestion it was decided to minute tho Council's appreciation of tho Board's measures to abate u decided nuisance. —FinanceThe financial report showed the district fnnd account to have a debit balance of £1,756 5s 7d. The special loan account was iti credit £693 5s 9d, special loan account No. 2 showed a credit balance of £1,983 19s 6d, and the drainage and sewerage account was in credit £9B 7s sd. Accounts amounting to £67 14s 6d were passed for payment as recommended in the Finance Committee's report.
