Press Association —By Telespraph—Copyright. MELBOURNE, December 5. (Received December 6, at 8.5 a.m.) The Executive lias passed the Federal capital proclamation. It provides that from the Ist of January next the territory surrendered by New South Wales to the Commonwealth is accepted as the territory of the Commonwealth.
