(Received December 6, at 9.40 a.m.) The shipowners' Parliamentary Committee were unable to decide on the Declaration of London, and referred the matter to their respective associations, which will resume their freedom of action. At Portsmouth Lord C. Beresford said that the amended Declaration of London was a disgraceful betrayal of the national security and the national power. If it were ratified the country would exist on sufferance, and be liable to be starved into submission at the will of an inferior sea power.
