THE S.S. PAPANDI HELD UP
A CLEARANCE GRANTED. MARINE BOARD INTERVENE. Press Association—By Telegraph—Copyright. MELBOURNE, December 5. (Received December 5, at 8.5 a.m.) The steamer Papanui was granted a clearance- for Nagasaki on tho passport of the Nicaragua Consul, who stated that he had received satisfactory reports from two firms of engineers. Steam was got up, and preparations made to sail with her Filipino crc.v. At midnight, however, tho Marine Board notified the pilots that they were not to navigate the vessel, which is still in port.
