a suggestion of Mr Wilford that one member of tho Board of Examiners should be tho electrical engineer in chargo of tho tramway concern. Several ineffectual attempts to amend clause 3 having failed, Mr Allen moved to report progress. This was also lost. A proposal to limit tho inspection of carriages to those owned by private companies was rejected by 29 to 14. Tho Minister agreed to insert _ a provision making the maximum carrying capacity of a car 5 per cent, over tho seating accommodation, Mr Wilford protested strongly against regulations overriding tho Order-in-Couneil. It was a monstrous tiling for the Minister to tako power to override the Order undeT which the Wellington Council had borrowed £400,000. Ho moved that the clause should not affect any Order-in-Council already in force, but the amendment was lost by 27 to 13, and the provision adopted. A clause was added to tho Bill enabling minimum faro cars to be run, providing tho fare does not exceed tho aggregate of fares for the whole journey. Iho Bill was finaUy passed by 32 to 9.
