WEST HARBOR COUNCIL

The monthly meeting of the above Council was held in tho Town Hall last evening; present—the .Mayor (Mr 11. E. Mollor) :uid Crs Crawley, Blackio, Connor, Barker, 8011, Forgic, and Mitchell; Apologies were received from Crs Jones and Davidson On the motion of the Mayor it was decided to send letters of condolence to Cr Jones (on the death of his father), to Mrs K. Jennings (on the death of her husband, one of llavenshourne’s old residents), and to Cr Davidson (expressing sympathy with him in his illness). —Correspondence.— Letters from Mr 11. Binnie in connection with the boundary road were received. Mr J. Powell wrote complaining of tho condition of tho top portion of the boundary road.—To be informed that'the two surfacemen will attend to tire work during the present month. Mr A. French requested tho formation of a road in West street, RavensbourncExtension.—Referred to tho Works Committee to report. Mr L. Gillespie complained of being rated for light, he living in the Valley.— Received.

Mv 1). Graham ashed for the remission of rates under section 69 of the Hating Act.— Received, and left in hands of clerk to inquire into. Mr J. Miller wrote rc rates on his property.—Received. The Town Cleric, Dunedin, stated, in reply to the West Harbor Council's inquiries, that Iho City would supply water at 6d per 1,000 gallons at the boundary.—Received, and loft in the hands of the mayor and clerk to reply to. A vouchor for £IOO from the Public Works Department for metal for the Main road was received.—Mr Clark to be thanked for his energy in securing tho grant. —Reports.— The Works Commi, tec reported that thirty tin pipes had been laid in Montague street and on the formation of various footpaths and other minor works. They also recommend tho cleaning of tho footpath in Clyde street, Sawyers Ray.—Adopted, The Finance Committee’s report showed that tho bank overdraft was £4OO. Collected during tho month, £2so.—Adopted. The Water Committee reported having received notice from tho City Corporation re water supply to the borough.—The Mayor stated that to reticulate the two wards (Ravensbournc and Rothesay) up the hill it would bo necessary to use a 6in main. There was only a 3in main at tho boundary, and if the City could not supply with a 6in main it would be necessary to reticulate right up to George .street to get the necessary supply. If they went in for a water scheme at all, they should go in for it properly, and supply all tho places up tho hill. Steel pipes would cost about 50 per cent, less than iron, but while iron was practically everlasting steel was supposed to last about thirty years. He suggested writing to the City Council asking them to supply water through a 6in main at Harbor terrace, and drawing the Council's attention to the long distance (some two miles) tho West Harbor Council would have to traverse before they got any return ; and if forced to reticulate to George street tho scheme would have to he abandoned.—Gamed. —General.— Cr Barker suggested making a recommendation to Parliament re the locker system, but tho Mayor stated that tho new Licensing Bill would probably deal with that matter. Cr Connor asked for particulars re bylaws for billiard saloons.—Clerk to procure. CT Blackio brought up the - matter of stray bullets finding their way over the hill, and suggested that they might have come from the Dunedin Rifle Club’s range. On four occasions now damage had been done, and it was about time the Dunedin Club either made better arrangements for tho safety of residents or that tho Council should take away the permission to shoot. —Cr Mitchell endorsed what Cr Blackie had slated. On one occasion, when up above the range, he had to seek cover on account of bullets whistling over his head. —Tho Mayor stated that lie had interviewed the Rifle Club, and they had made inquiries, had called in the score lists, and could account for every slioT. While agree ing that they would make such alterations and take precautions that were necessary, they ware of opinion that the bullets were not* from their range. Tho Mayor also slated that it was not the wish of council-lors-to take away their permit, but noL having too many ratepayers in their district it was their duty to protect them, and if tho nuisance continued the Council would have to take drastic steps.—lt was eventually carried that the clerk write to secretary of Dunedin Rifle Club and Defence Department asking that proper precautions be taken to safeguard tho district.
