UNDER THE MINIMUM CLAUSE. Press Association—By Telegraph—Copyright, NEW YORK, Match 3. President Taft, in a proclamation, announces that the following, among others, are entitled to the minimum tariff:—British and German New Guinea, other German possessions in the Pacific, San Domingo, Costa Rica, Gibraltar, St. Helena, Ascension, the Falkland Islands, Ceylon, Mauritius, British E.ist Africa, and British North Borneo.
