(Received November 25, at 12.25 p.m.) It is reported that the army scandals at Moscow involve embezzlements amounting to eleven millions /sterling, about a million and a-half being stolen annually from Moscow alone. Supplies sufficient for a whole army corps were stolen at Kieff and Odessa. The prisoners purchased splendid estates and mansions, all of which will be confiscated. Seventy further arrests are impending.
