NO SAFETY HELMETS PROVIDED. Press Association—By Telegraph—Copyright. LONDON, July 20. (Received July 21, at 9 a.m.) In the Hoise of Commons, Mt M'Kenna, replying to Mr A. H. Lee, said that the submarines Oil and 017 were not provided with safety helmets, for enabling the crews to escape in the event of the vessel foundering. It was, he said, impossible to 6iipply all the submarines before November.

Mr Lee ftated that the helmets had been promised in May, 1908.
