(Received April 21, at 8.5 a.m.) Dr Shani, a native of India, and head of the Educational Department of Afghanistan, is the fomenter of the Constitutional Government movement, with which a plot against the Ameer was connected. Shani has been arrested, and will be tried by the- Ameer.
