Local Government Board), speaking at Mpssley, emphasised the fact that during the last three years his department had urged the nmrricipalities to adopt the execution of works in times of slackness. He eulogised the ready response of the local authorities, but 'contended that relief works on a great and recurring scale were-stereotyping the evils of casual employment and acting as an incentive to the thriftless as well as a bonus to "blacklegs." There was no reason why, with co-ordination and proper distribution of work, the ratio of unemployment as far as State or municipal workers were concerned, should exceed 2 or 3 per -cent.
