THE HAGUE, August 3. At Ike Peace Convention Great Britain drafted ,% proposal for a septennial Hague Conference. Under this proposal delegates would be appointed to meet a year or two beforehand to prepare the programme a.nd also to settle matters in connection, with assembly and procedure., thus effecting economy in regard to the time of the Conference.
