A Congress, representing I&flOO Social Democrats, has opened at Mannheim (Germany), Paul Sebger presiding. [The Social-Democrats of the many German political parties are ihe only ones--who have consistently maintained an increase in the number of their adherents in the country and of their representatives in the Reichstag. In 1898 2407,076 votes were cast for their candidates, returning fiftysis members, and in 1903 3,010,771 votes, roturniag eighty-one members. They favor direct as opposed to indirect taxation.]
