SYDNEY, August 3. In the Federal House of Representatives the Penny Postage Bill was read a first time, and the Bounties Bill a second time. In committee the Minister of Defence tabled a memorandum dealing with the disposal of the Defence Estimates, which total £639,000, an increase of £49,000 as compared with last year. The Senate endorsed the mail contract. \
