ROSLYN BOROUGH COUNCIL.

The usual meeting of the above Council was held last evening, when there were present His Worship tho Mayor (Mr A. 0. Begg) and Crs Matheson, Calder, Dawson, M'Carthy, J. A. M’Millun, Hanoi}, Ellis, Wilkinson, Bell. Apologies for non-attend-ance were received from Crs Stevenson and Alex. M'Millan. —Correspondence.— Mrs R. J. Seddon wrote acknowledging letter of sympathy from the Council on the occasion of the death of her husband, tho late Premier. Received.—An acknowledgment from the Hon. the Premier was also received.—Messrs N. and E. S. Paterson ■wrote r© Messrs Ross and Glcndining’s old mill property, forwarding plan for consent by the Council, and suggested that if any small difficulty arose tho plan should he left in the hands # of certain councillors and the town clerk to execute the consent wheu such matter had been satisfactorily arranged ; also in re T. Masters plan they would be glad to have the consent signed, so that the plan might be deposited, oven though tire matter of compensation should be left over in the meantime; and that in respect to Nelson’s subdivision the writers would be glad to get a step further forward if the Council hid any proposal to make. The Council resolved as follows:—(1) That a pipe drain be laid across the road in place of the open channel now in existence ; (2) that the Council adhere to their former resolution; and (3) that the Council will wait for further information from the owner.—Messrs Noyes Bros, wrote that there was an old blind road branching off from the Main West Taieri road, which had been abandoned, and they would be glad to fence off the same. ‘Council decided that they had no power to grant tho request. Mr A. Mitchell wrote asking permission of Mr Browning to build on boundary of section 18, block 2, district, High street, a small shop. Agreed to on condition that the building be removed as soon as the Council required same. —Reports.— The Finance Committee reported, recommending that tenders be invited for the leases of sections 1 to 5 and 8 and 9, block 10, Dunedin and East Taieri district, for five years, and for the grazing right for one year of sections 6 and 7, same block and district, new leases to dale from Ist October next ; that the offer of the New Zealand Accident Insurance Company to insure the Council’s employees under the Employers’ Liability and kindred Acts be accepted at the rates quoted; that tho request of Mr Alexander Matheson that th© accounts of the Kaikorai Valley Railway Committee be published be complied with; that a requisition from the Dunedin Drainage Board for rate collected be received' and tho amount paid; and that the Council approve the suggestions made in clauses 1, 4, 6, 10, and 23 on the order paper,' to come before th© next biennial Municipal Corporations’ Conference. Accounts amounting to £525 18s lid had been passed for payment. 'The overdraft at the ban].-' was £4,914, and the current revenue £5,786 7s lOd.—Report adopted. The Works Committee reported, inter alia, on remits os follows:—From Dunedin and Kaikorai Tram Company asking consent of the Count'd to laying pitchers of blue stone at road crossings. Recommend that the Tram Company be informed that the Council require a satisfactory crossing to be made to the line crossing High street to dbviate any further trouble.—From Mr W. J. T. Goodman agreeing, on behalf of the City Council, to pay cost of restoring footways and channels broken or disturbed in setting the electric poles. Letter to be received and noted.—From town clerk, Dunedin, asking if the Roslyn Council are prepared to take electric power in bulk and distribute the same. Letter to be received and acknowledged.—From the Dunedin and Roslyn Tramway Company undertaking to pay cost of restoring any paths and channels damaged through the company’s work of relaying the electric line. Received and noted.—From tie Taieri Council sayiing that they would adhere to their first resolution regarding the Kaikorai drainage scheme. Received.—From the District Health Officer as to drainage of part of Strasbourg and Anderston. Recommend that the owners of all houses using this gully for drainage bo notified that the Council require them to lay an approved pipe drain along this gully.—From Messrs S’evwright and James enclosing letter from Mr Kempthcnme obiecting to the Council’s proposal with, regard to retransfer of land near the INCH road. Recommend the Council adhere to their previous resolution.— From Mr Mathews complaining of the path at his entrance being interfered with hy the Roslyn Tramway Company’s works. Recommend that the path and entrance be restored at the Tramway Company’s cost —From Messrs N. and E. S. Paterson declining, on behalf of Mr Thomas Martin, to accept tho Council's offer for his land fronting the Kaikorai road. Recommend that Messrs N. and E. S. Paterson be informed that the Conned adhere to their first offer. —Tbs Committee also recommended that, with regard to James street, the covers to the tramway tunnel he removed, the rurfneo and formation he made good to the original northern boundary of the street, the roadway metalled for ck-ht chains up from the Kaikorai road, and (Drpath made good and screened a« far as the steps, at an estimated cost of £53. the work not to be entered on till the end of next month.—The report was adopted. The Fire Brigade Committee reported that the balance-sheet for 1905 as submitted be approved. The Committee desire to point out that the expenditure exceeds the Council’s subsidy by nearly £4O, such amount being made up by donations and other sums received by the brigade. The Committee have made careful inquiry into the immediate requirements and present liabilities of the brigade, and recommend that a payment of £25- be made on account of subsidy now dw>. It is further recommended that a policy of insurance against accidents be taken out with the United Fire Britwdea’ Accident Society, at a nremhrm of £9 10s, such amount to be deducted from the Oonrwfi’e annual subsidy —The report was adopted. —Deputation.—

He had not written to the Council officially as a bodv.—The Mayor said that this quertion was before the Council at the last meeting, and that the inspector had been instructed to afford some temporary relief.—lt was decided by Council that the inspector should be instructed to report. —Mayor’s Leave of Absence.—

The Mayor stated that it was Likely he would be going to the North Island for five or six weeks, and he would ask Council for leave of absence for that period. He would suggest that Cr Alex. Matheson should be appointed deputy mayor during the time he was away. There would not be much to do, and he hoped to be back within the period named.
