In the House of Representatives a Bill providing for the suppression of military cantcens was read a third time. It comes mto operation on October 1. Mr Johnson moved that, in order to en-; courage settlement in the Southern Pacific,, especially in the New Hebrides, a rebate be allowed on the products of all British settlers entering the Common wealth. At Mr Deakin's suggestion the debate was adjourned until a reply had been received from the Imperial authorities to the representations made by Mr Seddon and himself regarding the New Hebrides. The Senate debated Senator Stanford Smith's motion to allow a limited number of Press messages over the Pacific cable free of charge, and generally condemned the existing Prsas services. Senator Keating slatfd that the matter had been under consideration previously, when the Pacific Board had refund to countenance the scheme. Some of 'the objections to it appeared to be insurmountable. After a debate, mostly of a favorable character, but in which the difficulties were recognised, the motion was withdrawn.
