LONDON, Jury 18. The Honsc of Commons m committee passed part 4 (clause 37). of the Education Bill bv 395 votes to 107.
Mr Baliour declared that it was a deliberate insult to create a new Minister and a new department without notice, and under the guise of a mere amendment to trie clanre.
[The clause originally dealt specially with Welsh education, applying the existing principle of autonomy in.'Welsh university colleges and secondary schools to primary schools by transferring their adnunistration from Whitehall to a Welsh National Council The Government have now further provided for the appointment of a Minister of Education for Wales, who shall be responsible to Parliament.]
