Commenting on the action of Natal and the Transvaal in suspending the duties on ■wheat nd floor, the Cape Press remark that it does not affect the Cape much, since the Cape cannot grow enough •wheat for her own consumption. Nevertheless, this power of suspension strains the loyalty of the other parties to the Customs Union. Pending Federation the Customs questions are n> difficult as to create a demand for independent action.
[The provisions of the South African Convention only came into force on July L. 1906.]
