The elections were marked by enormous abstentions on the part of the small landowners. The college will bo completely swamped by the clergy, who want extraordinary privileges. In the elections at Odessa among the Labor sections only 40 out of 2,000 electors yoted. At Kakinhvo, out of 14,265 only 65 voted, and these were mostly clergy, who elected 11 priests out of 15 delegates to the college. At Moscow Moderate Reactionaries were chiefly elected owing to the small land-owners being afraid to vote. PRISON-BREAKING. A MUTINEER’S DEATH. ST. PETERSBURG, March 19. An armed mob captured a prison at Warsaw, and released the political prisoners, after killing one* warder and mortally wounding two. The sentence passed on Lieutenant Schmidt, the leader of the Sebastopol naval mutiny, has been changed; he will now bo shot RUSSIAN EMIGRANTS. LONDON, March 19. (Received March 20, at 8.26 a.m.) There is a relaxation of the restrictions on Russian emigrants previously detained at Copenhagen. Hnndreds reach Denmark weekly. Many of them say that they are bound for the United States. LARGE SEIZURE OP ARMS. ST. PETERSBURG, March 19. STOCKHOLM, March 19(Received March 20, at.7.34 a.m.) The Swedish newspapers assert that during three months, from December to February, the military in tho Baltic provinces \ hanged eighteen, shot 621, killed 520 in armed encounters, and severely flogged 251 persons.
