ROSLYN BOROUGH COUNCIL.

The ordinary meeting of the Roslyn Borough Council was held last evening, there being present the Mayor (Mr A. Washer], Cra Matheson, Colder, Dawson. M'Carihy. J. A. M'Millan, Hamel, Todd, Bell, and A. M'Millan. Cr Wilkinson sent an apology for absence.

Morton and Son wrote offering to pay part cost cf a crossing in front of their i-hop if the Council would lay one down.— Work to hi done on terms stated.

A letter from Mr George Brown, asking that a lamp be put at the foot of Waverley street when the extension of street lighting was taken in hand, was received. The Secretary of the Drainage Board WTote applying for payment of Si moneys collected for drainage rate on behalf of the Board, and suggesting that 2£ per cent, commission be charged as before, though the amount of the drainage rate had been doubled.—Received; the Board to be informed that the Council could not accept 2£ per cent. A claim by Mr J. Ross for arebateof half rates on the ground of non-occupation was referred to the Finance Committee.

A complaint about drainage by Mr George T. Bain was referred.to the inspector. Acting on a letter from Mr Win. Sharps, the Council instructed the inspector to attend to the footpath in Broughton street, and the Works Committee to bring down a report on the matter of top-dressing. The WoTks Committee recommended that an application from Mr Pringle Walker for permission to fence in part of the embankment on Chesters road be granted during the Council's pleasure.' That, with regard to an aecount rendered by the City Council for £76 2s 3d, half cost of Belt road repairs, the work not having been carried out according to arrangement, the inspector be instructed to ask the city engineer for an explanation. The Committee had no further recommendation to make in respect to Mr Moran's application for half cost of his concrete wallj" considering that the Council were not in any way liable legally. They recommended that the tender of Mr W. Dow for spreading metal and re-forming roadways in Epsilon and Gamma streets be accepted at 9d per yard for spreading metal and £1 Is per chain for road work. .The Committee further recommended that the public drain be extended on the lower or western side of Gamma street, cost to be debited to the Kaiiorai drainage account.— The report was adopted, and it was resolved that Mr Moran be paid £3 as compensation for tho destruction of bis hedge. The Finance Committee reported that the following correspondence had been received and dealt with as follows Mr G. S. Matheson, offering to collect the dog tax for 1906 at 12 per cent, commission. Recommend that the "offer be declined, and that the dog tax be collected direct from the office.—From Mr P. Smeaton, protesting against his property being rated as sewered property, on the ground that the levels did not permit him to use the Drainage Board's pipe sewer in Pacific street. Recommend that the Drainage Board's attention be called to the matter, and that they be requested to treat those properties on the northern side of Pacific street which cannot be drained by way of Pacific street as unsewered properties-—From Messrs Ha.gr gitt, Brent, Williams, submitting foria of debenture, with conditions providing repayment. Recommend that the Council approve of debenture and conditions attached for repayment of the loan of £I,OOO for the lighting installations.—The Committee also recommended the appointment of Messrs John Roberts, C.M.G., and Robert Glendining as Sinking Fund Commissioners for the £I,OOO loan, providing these gentlemen will consent; to. a.efc.—r-Trje estimates for the year were submitted for the Council's approval, and the Committee recommended in connection therewith that the general rate be fixed at Is 4d and "the sanitation rate at Sd in the £. They further recommended that a payment 61 £75 be made to the Dunedin Drainage and Sewerage Board. The position of the finances was as follow:—Accounts passed for payment;, £264 7s. lid; revenue, £B9B 8s; bank overdraft, £5,005. —Cr Hamel explained that he had objected to the alteration in the rates on the ground that it would result in a loss of £66 on the years revenue. The outer-area people, who had never paid to the sanitation rate directly, were being rated less by 2d in the £.
