The Grand Duke Alexander Mkhaelovitch, who is acting as Minister of Commercial Navigation, proposes to increase the stringency of the existing regulations against foreign shipping, excluding foreign seamen and foreign capital from the Russian mercantile marine. French investors are much alarmed at Duke Alexander'a proposal.
