(Received December 12, at &50 a.m.) Owing to a shortage in water and pulp, bnt chiefly to demonstrate against the trade unionists, the iSaint Regie, Great Northern, International, and many other paper mills have closed down, thus reducing production by 15,000 tons weekly. Fifteen thousand men in New England and New York have been thrown idle.
