(Received February 14, at 9.22 a.m.) The newspaper ' Deutsche Reichsa,rizeiger' states that in the offieiaJ despatches Herr HoUeben, the German, Minister at Washington, on April 15 regarded the proposed Note to President M'Kinley somewhat coolly, and mentions his opinion to Lortt Panncefote, as its initiator. The Kaiser also entered his disser,«t to the Note on the margin of a despatch. LONDON, February 13. "The Times' says that the opinion is held in Washington that Herr Holleben's view is erroneons. The Austrian Ambassador was the originator of the proposal, and convened the meeting of the diplomats. Lord and Lord Crasnborne's statement is regarded as conclusive.
