(Received' September 18, at 9.15 a.m.) The Japanese Consul has protested to Mr Barton against the Federal Government's Immigration Restriction Bill, on the grounds that the Japanese belong.to an Empire standard of- civilisation is so much higher than that of. the peoples the Bill proposes to include, and that it is a reproach to include hjs countrymen. He asks either that the Japanese be exempted from the Bfll's operations or that they be placed upon the same footing as Europeans.
