Carroll stating: —" I regret to inform you that the Colonial Treasurer has notified me to-day that he cannot entertain the proposal for a loan of such magnitude to one local authority. The Finance Committee have been instructed to ascertain at what rate the money can be obtained, and what amount the Government are prepared to lend."
