Prince Chun remains in a hotel on the Swiss side of the Rhine, while General Hoepfuer, sent to receive him, is staying in a hotel on the German side. The Kaiser has. disapproved of Prince Chun's proposed address, on the ground that it is not expressive of its expiatory character.
