May 25. _ Sir William White, Director of tho Naval Construction Department, has resigned, owing to ill-health aud the hostile criticism passed upon his work. The Appeal Court have reversed tho decision of Mr Justice Grantham in the case of Francis Times versus Carr, in which tho plaintiff applied for compensation for the seizure, at Muscat, of a consignment of arms, manufactured at Birmingham, alleged to be intended for a Persian Gulf port, from whence they were to be taken across country to the Afridis, then in revolt. The owner of the arms thus obtains compensation for the seizure. Mr J. Sealoy, Liberal-Unionist, has succeeded Sir Richard E.' Webster as member for the Isle of Wight by a largely increased majority. [The contest at the last election was between a Conservative and a Liberal. The return of a Liberal-Unionist would not make any difference in thu voting on a test question.!
