A license in the form hereinafter set forth shall be granted to the person so applying, who is hereinafter termed the licensee, oy the Town Clerk, upon thereport of the City Surveyor, or any other officer appointed by the Council for this purpose, certifying that the house mentioned in the application is a fit house to be licensed and complies with all the requirement* of this By-law and any other law; withjpSopeE/applianoes for seQurjng the safety of and that such appliances are of such a nature that they may be evenly maintained and kept in order; and shall contain the same particulars as the Register of Licensed Lodging-houses, ITOMCT ond the number stated, in the license, the licensed lodging-house. A license shall be transferable by the endorsement of the Town Clerk upon the application of the transferee and upon the payment of twcaihiliinga and sixpence, and thereafter the transferee shall be'deemed to be the licensee* 10. A ticket stating the number of lodgers allowed to be received into any such lodginghouse at one time Shall be exhibited in a conspicuous plaoe in such house to be fixed by the City Surveyor or other person appointed by the City Council. 15. The licensee shall at all times allow access to suoh house when required by any officer of police, any inspector of nuisances, or person appointed by the Council to visit or inspect such house, and any person wilfully denying, obstructing, or delaying suoh access shall be guilty of an offence. 16. No licensee shall receive therein for accommodation as lodgers-at one time more persons than he is licensed to accommodate, unless he shall have obtained, with ; respect to the number in excess ofj that mentioned in his license, a special 17.
