I believe the Domain Board as constituted to be so carried away by personal feeling and personal interest that whatever judicial ability they ever possessed is a minus quantity, and I would not trust them with £lO of public money to kerb a gutter with. I trust that the boroughs will veto any rate until after next November, when surely the constitution of the Board will be altered. To do otherwise would be to risk a waste of good money, and, personally, although I am a large property-owner in St. Clair, I will vote against any rate to be expended under the present conditions.

It is a great pltv that there is not a public meeting called of the South Dunedin, St. Kilda, and Oaversham burgesses to discusthia question.
