(Pbb Press Assooiatiow.— Copyright.] BBISBANE, June 12. - Sir Samuel Griffith has presented -to the Government his notes on the draft Federal Bill. Concerning the proposed election of the Senate by the people, he points out it by no means follows that because the representatives to the Convention were chosen by the populace, and the election attended with satisfactory results, that successive elections under quite different circumstances would bo equally satisfactory. He suggests the relegation of the tariff and financial questions to the several Parliaments.
