TO THE EDITOR. Sir,—l do not as a rule reply to anonymous correspondents, but as "Ratepayer" asks a question which is not dictated from friendly motives, I will do so on this occasion. He asks "why I went to (Wellington to lobby against Mr Millar's amendment in the Dunedin Loan Conversion Bill—that a vote of the ratepayers should be taken before the £IOO,OOO, which is anticipated will be realised from the sinking fund, is expended." My answer is: That I did not go to Wellington for any such purpose. I Hid not care whether that clause was in the Bill or not, except that it was unnecessary and would cause two polls to be taken instead of oiie, iuasmuch as we caunot operate under the Drainage Act without first taking a poll. That is" imperative. I may also inform your correspondent that he is wrong in supposing that it is anticipated that £IOO,OOO will be released for drainage purposes from the sinking fund. If a full conversion takes place the amount anticipated is £82,000. The other matter referred to is so evidently a clerical error as to merit no notice ; the annual sum to be paid would be 135 41—1 am, etc., H. S. Flail. Dunedin, October 24.
