Count Kalnoky, in his address to the delegations, said the Eastern outlook was tranquil. It was impossible to regard the proposal for universal disarmament as a factor of real weight in the preservation Of peace. He himself believed that Russia was in favor of peaco.

The < Xovosti,; commenting on Count Kalnoky's speech', says that Russia will certainly help Austria to establish friendly relations.
