SYDNEY, April 6. (Beoeived April 6,1891, at 8 p.m.) This morning the Committee resumed the debate on the Hon, R. C. Baker's amendment with reference to appropriation and tax Bills. The Hon. A. J. Thymic deprecated the [line of action adopted by the Victorian delegates, and he did not think they expressed the better thoughts of the Viotorian people. If they did, then they raised the question whether the people of Viotoriahad reached the federal atmosphere requisite before they beoariie entitled to enter the federation. He would not grieve if Victoria did not join the federation at present; but it would not be very long before they found it necessary to < apply for admission. He considered'the Senate must have an effective vojee in order to prevent extravagance.
