(Received March 20,1888, at 1.45 a.m.) The Premier of Roumania has declared that any Power disturbing the peace of Europe will be regarded as an enemy by Roumania, and that that country will resist any attempt made to push troops through its territory without consent. AUSTRIA AND GERMANY. Vienna, March 24. Since the return of the Archduke Rudolph from Berlin the feeling in Austria against Germany has become calmer, and confidence in the permanency of the Triple Alliance and Germany's bona fides has been restored. ROUMANIAN ATTITUDE. Sofia, March 24. Bulgaria lias decided not to reply to the Porte's notification to the effect that the election of Prince Ferdinand was illegal.
