Lord Harris, Under-Secretary for War, replying to Lord Churchill’s censure on the Army and Navy, stated that the comparison between the British, German, and French armies was unfair. Troops on the Continent were mainly conscripts, whereas those of Britain were voluntary, and naturally the former would be larger in number and cost less. He denied that there had been incapable management. He considered that the defence of King George Sound was unimportant.
