[Bv Electric Telegraph.—Copyright.) [Reuter’s Telegrams.] MELBOURNE, June 7. The Victorian Parliament was opened to-day by Sir Henry Loch. In the Speech reference was made to the celebration of Her Majesty’s Jubilee and the results of the Imperial Conference. Regarding Victorian defences, it was stated that in a short time these will absolutely defy insult or attack. There was reason to believe that the firm tone adopted by the Australian delegates to tho Imperial Conference with regard to the New Hebrides would have great weight with the Imperial Government in arriving at a settlement of the question. A local commission had been appointed in connec tion with the Melbourne Exhibition. The contracts which had recently been concluded for the carriage of Australian mails would secure increased speed and greater frequency at a reduced cost. Regret was expressed at the Windsor Railway accident. The measures to be introduced include Bills relating to the protection of women, forestry, local government, and a Metropolitan Board of Works. A Bill would also bo introduced amending the Shops and Factories Act.
