The 'Official Messenger,' in an article, justifies the conspirators at Silistria, declaring the revolt a fresh proof of the abnormal condition of affairs in Bulgaria. Nevertheless, the Russian Government, it states, hoping that the right of the Bulgarian people will be secured, will adhere to their previous course in regard to the Balkan Peninsula.

Amongst those sentenced to death for participation in the recent rising at Rustchuck are Colonel Tiloff, Major Onzounoff, and a Russian civilian named Bolmann. The European Consuls at Rustchuck have recommended that an appeal to mercy on their behalf should be made to the Regent.
