[Reutkr's Telegrams. ] THE BUILDING oTFORTIFICATIONS RESUMED. ALEXANDRIA, .Tray 0. The work of arming and strengthening tho forts commanding the harbor, and city lias been resumed by the Egyptian troops, and Admiral Sir Beauehamp Seymour has therefore scut an intimation to Arabi Pasha demanding the surrender of the forts to tho Allied Powers within twelve hours, ARABI PASHA REFUSES TO LEAVE EGYPT. CONSTANTINOPLE, July 9. Arabi Pasha has been formally summoned by the Sultan to Stamboul, but the Egyptian Minister has refused to obey His Majesty's command. WAR CONSIDERED INEVITABLE. ALEXANDRIA, July 9. Every preparation for bombarding the city is now being completed by Admiral Seymour, and it is considered that an attack by the combined fleet is now inevitable. Mr C. A. Cookson, the British Consul, has notified the various Consuls of the intention of the British Government, and has requested them to summon the subjects of the Powers whicii they represent to leave the city, and embark within twenty-four hours. WAR RATE FOR SUEZ CANAL TRAFFIC. MELBOURNE, July 11. The Merchants' Shipping and Underwriters' Association have received a telegram from London stilting that the English J'lsurancc companies require an additional quarter per cent, for war risk only on vessels passing through tho Suez Canal.
