MUNICIPAL.

South Dunedin.—At Monday's meeting of this Council, a petition was received from residents in Russell street requesting the formation of that street. It was resolved to comply with the request.—-Mr J. Downie wrote bringing under the notice of the Council the bad state of Richmond road, off Macandrew road.—Mr A. Rankin, clerk of St. Kilda Borough, wrote requesting that fifty yards of rotten rock and fifty yards of bluestone metal be laid on Bay View road at the joint cost of both boroughs. He also directed the Council's attention to the unbroken state of the rotten rock on the bay end of the Bay View road. The Inspector was instructed to report thereon.— Messrs W. P. Street ard Co. wrote informhig the Council that they had sold the L 5,000 worth of debentures to be issued by the Council for the carrying out of the water scheme, the price being, as agreed, L100(less commission), for twenty-one years, at 6 per cent. The Council resolved to accept the offer. Poet Chalmebs. —At the fortnightly meeting of the above Council on Monday there were present—The Mayor (MrW. Innis), Crs Richie, Allen, Chick, Law, Morkane, Dodßon, and M'Kenzie.—On the motion to confirm the minutes, Cr M'Kenzie moved j " That the minutes be confirmed subject to that part of them relating to the gas question being deleted." Crs Dodson, Allen, and Law voted for the motion, and Crs M'Kenzie and Richie for the amendment; while Cr Morkane, who entered the hall at the time, but had not taken his seat at the table, held up his hand for the amendment. Cr Chick declined to vote. The motion was carried. Crs M'Kenzie and Mobkane objected to His Worship's ruling in the matter. —The Cemetery, Finance, Water, Sanitary, and Works Committees reports were adopted. Tenders for water service* were received from Messrs A. and T. Burt and J. Connell. The tenders were referred to the Water Committee, with power to accept that which in their opinion appeared to be the lowest.—A deputation from the residents of Mansford Town, headed by Mr Peters, waited on the Council, and requested that a road be made from the upper part of Mansford Town leading to the Cemetery. Cr Dodson had no objection to the Council giving the residents of Mansford Town the facilities they desired, but it was the duty of the Waikouaiti County Council to make any such road. The Council might allow a piece of ground to be used as a road, subject to receiving an annual rent for it. Cr LAW pointed out that the Council could not make nor declare public roads without the sanction of the General Assembly. The MAYOR advised the deputation to communicate with the County Council again on the matter, and assured them that this Council would assist them as far as possible.— Mr Dick, the Corporation solicitor, was in attendance with the draft lease of the quarries for Mr Lee Smith. Cr Mobkanb objected, on the ground that he had already given the following notice of motion for next meeting: " That the portion of the minutes pasßed on the 17th inst., and read and confirmed on the 24th, re granting lease pf quarries, be rescinded." The Mayob stated that he had already ruled Cr Morkan* out of order in putting in any notice of motion before the proper time for doing so had arrived. moved: "That the fauna be read." Cr Mobkanb moved: That the lease be read this day fortnight" For the amendment Crs Chick and Morkane voted { for the motion, Crs Allen, Law and Richie. Cr M'Kenzie did not vote. The lease was then read clause by clause. Cr RJOHW moved: '' That the Mayor and Council vrua% the quarries on Wednesday, in order to

point out the boundaries," which was carried. Cr Richie moved: '' That the Mayor, with Cr Law and the mover, be empowered 4o sign the lease." Cr Morkane moved an amendment: "That the lease, when completed, be laid before the Council prior to its being signed." For the amendment Crs Chick and Morkane voted; for the motion Crs Allen, Law, and Richie. Cr M'Kenzie <iid not vote. The motion was therefore carried.—Cr M'Kenzie moved in pursuance of motion : " That the minutes rescinding the minutes of a special meeting re leasing the gas site be rescinded, as councillors were surprised that the motion was carried against the majority of councillors, and contrary to clause 30 of standing orders." The Mayor stated that he would certainly not be a party to stultifying the legitimate proceedings of the Council. The motion bad been carefully put by him, and before doing so he had repeatedly drawn the attention pf the Council to what lie was about to do. On that they voted, und settled thequestion. He assured them that nothing would induce him to re-open it. *They had been quarrelling over the matter •amongst themselves for the last six months. Jt was now at an end, and he was determined it should not be re-opened—at any rate until the new Council were elected. Thoy had been well tutored about it, but he would take care it did not crop up again. Cr M'Kenzie: I respectfully call upon your Worship to withdraw your last expression. It is an insult to the Council. The Mayor : I shall not withdraw it, I repeat, you have been well tutored. Cr M'Kenzie : I consider your Worship anything but a gentleman. He then left the chamber. —Cr Morkane, in giving notice re the quarries lease, trusted His Worship would see the necessity of not signing the lease until the subject had been discussed. That had hitherto been the course adopted by the Council, and he hoped the Mayor would not depart from it.

St. Kilda.—At laat night's meeting of 'this Borough Council the resignation of William Stenhouse, as collector, was accepted.—The Mayor reported that he had called on the Council's solicitors with reference to the payment of rates due by the Ocean Beach Railway Company, and had been informed that a settlement had been promised in the course of a few days.—The inspector reported that the box-drain on Forbury road, damaged by the late floods, had been repaired at a cost of about L 27. The extent of the new part of the box was 40ft 6in, and along its course the sand had been dug out to a width of 9ft, and a thick bed of puddled clay laid down. Within a distance of 12ft from the discharge a strong breastwork, 36ft in length by 12ft in width, had been erected, supported by a powerful row of piles. —lt was decided to strike a shilling rate for the ensuing year.—Eleven applications were received for rate collector and registrar of dogs.—The inspector was directed to draw up specifications for works on the Bay View road and in Richardson and Cargill streets.
