THE ZULU DIFFICULTY.
The ‘ Cape Argus ’ of December I7th gives the following explanation of the conditions imposed by the. Cape... Government on Cetywayo, referred to in one of Reuter’s telegrams_ The long-expected award' of the' High Commissioner in the boundary dispute between the Transvaal and Rululand, was made public on Dec. 13. The line now settled runs from the junction of the Buffalo and Blood rivers along' the latter to its main source in the Magidela Mountains; thence direct to the Roundh.il! between the two main sources of the Pongold. After due inquiry, compensation is to be given to the farmers.sustained any loss through the menacing attitude assumed by,the Zulus, and they are to be free to return.'to their 1 fams in the territory which the award assigns to Cetywayo. The following' other conditions are demanded from the Zulus:—l. For Usirayo’s outrage in carrying off women from Natal, the culprits are .to be given upland a fine of 500 head of cattle sent in within twenty days. 2. For the outrage upon, Lieutenant Smith, a fme o of 100 head of cattle is to be paid. 3;‘Umbeline 1 is to be handed overi to be dealt with by the Transvaal Gbyerpment. 4. The Zulu army is to be disbanded. , 5. Men are to be;freo to?marry upon conning of age. 6. A fair trial for offenders is stipulated for. 7. The missionaries are 'to be free'to return to the country. 8. A .British Resident is/, to be appointed, ,9. Disputes' in which Europeans: are concerned : are/to be heard by the King and Resident IQ. ,No one is to be expelled the country, without approval of the Resident. It is . ndt. yet known ■whether, Cetywayo will fight,or yield. His army is .computed at nearly 50j0,00'men.; General Lord Chelmsford hasathis command some 15,000 men, of whom about two-thirds are natives. : The Europeans include,.all. tire mounted volunteers of the Colony,.; withthe exception of a single corps.—-The regulars consist of the 3rdj 13th, 24th, 88th; and 90th regiments, with twenty-six fields pieces.
