CHARGES MADE BY EAM
Rec. 1 p.m. LONDON, December 21. According to Moscow radio, tha central committee of the EAM has sent the three Allied Foreign Ministers in Moscow a report, stating "Armed Royalist Fascist gangs" in Greece have been spreading terror with impunity. More than 1000 Democrats have been killed in the last nine months. The report adds that foreign interference is preventing the democratic development of Greece. The presence of foreign troops is steadily becoming more undesirable.
