PEARL HARBOUR DISASTER
WASHINGTON, December 20,
Admiral Richard Kelly Turner, Chief of Navy War Plans in 1941, told the Pearl Harbour inquiry that if Admiral Kimmel had.followed the instructions handed to him on November 27, 1941, the fleet would have been spread out instead of being tied up in Pearl Harbour on December 7, 1941. He explained that Admiral Kimmel was ordered to follow the navy war plan for defensive deployment which encompassed, first, sending planes to Midway and Wake Islands, which was done; secondly, extending air reconnaissance; thirdly, dispatching fast ships northward for surveillance, since there were no islands to the north that could be used for detection; fourthly, sending out submarines on reconnaissance; fifthly, sending out battleships to repel landing forces.
