LACK OF REAL NEWS

MOSCOW, December 19.

The talks among the Foreign Ministers of Britain, Russia, and 'America,.begun in an atmosphere of optimism, have become obscured in what appears to outside observers to be a cloud of secrecy, says Reuters correspondent.

There may be good reasons for this but all indications are the neAvs of the conference is passing through the iron system of Soviet Censorship, recently re-established.

It is taken for granted that the talks, which obviously have as their aim the formulation of a policy with possible far-reaching-effects on the rest of the world, must to some extent enter the realm of diplomatic secrecy; but though the Moscow meeting began four t days ago, the net effect of all news dispatches from the Soviet capital has been only that Mr. Molotov, Mr. Bevin, and Mr. Byrnes have met.

Today's news is that Mr. Byrnes, Mr. Bcvin, and Mr. Molotov lunched before going to the fourth meeting, with Mr. Molotov in the chair. Mr. Bevin saw the Chinese and French Ambassadors.
