SUGGESTED REGULATION Rec. 9 a.m. COPENHAGEN, Nov. 2? "Regulation of the world's tonnage is necessary, otherwise we shall again experience a race which is not healthy for anyone," said Mr. H. M. Jackpon, United States delegate to the International Maritime Conference, in urging international agreement regulating the size of the merchant fleets of different countries. "America intends to have an effective merchant fleet of 20,000,000 tons and to keep a large reserve in case she is again threatened. Many ships will be discarded or placed at the disposal cf other nations."
