U.S.A. AND RUSSIA
CONTROL IN JAPAN
(By Telegraph—Press Association— Copyright.) Rec. 11.30 a,m. WASHINGTON, Nov. 14, The Secretary of State, Mr. Byrnes, disclosed that the United States and Russia are still deadlocked over the Soviet demands for the establishment of an Allied Control Council for Japan
He said Russia was insisting upon a unanimity rule in the council similai to the Berlin Control Council. Mr Byrnes contended that this rule wat responsible for the failure of the Ber lin group to accomplish many* thing that should be done under the Potsdan Agreement. The Associated Press points out tha under the Russian plan all the- mem bers of the Japanese council woul« have an equal voice and would,'.hav< to agree before anything coulcf ■to done, and objection by anyone couL block action. The United States i holding out for a council in whicl General Mac Arthur would have thi deciding voice in case of argument.
