ARMY V. NAVY DISPUTES
FACTORS IN DEFEAT
TOKIO, September 5. The influential newspaper "Asahi" declares that a bitter struggle between the army and navy and also disputes among the militarists in the Cabinet regarding the control of the country were instrumental in causing Japanis defeat. "This is the first time for 10 years that any Japanese newspaper has dared to report what.has long been known to be fact," it says. "Remnants of feudal society, based on the policy of 'Let the people obey but do not let them know,' have existed today and prevented the full use of the nation's strength. The army and the navy fought over materials and labour, and heavily patronised.the black markets in the race to equip their own services. As a result the country s power to produce munitions was •halved. Even the Diet often did not know whether to take orders from the Cabinet or from the militarists who stood behind it."
