■CHUNGKING, September 4. A call to the Chinese to crown victory by building a new united China as a model democratic State in the Far East was made by President Chiang Kai-shek in a VJ Day message. "We shall brook no further delay la the inauguration of constitutional democracy," he said. "The Government will consult all parties before convoking a National Assembly at aa early date. "Our foundation as a modern State is among the weakest among the United Nations. The most important condition for national unity is the nationalisation of all armed forces. Disreputable practices like the employment of armed forces in political controversy and the seizure of territory in defiance of Government orders are relics of the days of the warlords, and cannot be tolerated in the national rebuilding. "There must be an early end to the wartime censorship so that the people may have freedom. o£ speech, political assembly, and organisation. Only thus can we tread the path of democracy, travelled by Britain and America."
