SPANISH PROTEST
Rec. 10 a.m. .MADRID, Sept. 4. Foreign Minister Artajo said Spain was disposed to go as far as any country, in. introducing social reforms demanded by modern times. This was proved, he said, by her labour and social security legislation. The Government had protested to Britain and France on the question of Tangier, he said.
