THE FUTURE OF JAPAN
ELIMINATION OF WARLIKE SPIRIT

The Secretary of State, Mr. Byrnes, in a statement, promised revolutionary political changes in Japan to allow the eventual development by the Japanese themselves of a peacefully inclined Government. He warned: "We and our allies shall be the judges as to whether the Government which does emerge will or will not contribute to the peace and security of the world. We shall judge that Government by its deeds, and not by its words." 'He said that the Allies were now entering the second phase of the war against Japan, to bring about what might be called spiritual disarmament —to make the Japanese want peace instead of war. "We intend to have removed all obstacles such as the oppressive laws and practices which in the past closed the door to truth and I stifled the free development of democracy," said Mr. Byrnes. "We must eliminate ultra-nationalist, totalitarian teachings in the schools and among the peoples who in the past made the people accept the war lords' policies. "We must take such steps as are necessary to encourage democratic, reforms among the submerged classes, peasants, and industrial workers, so that they may have a voice in the government. We expect eventually to see emerge a Government broadly based on all the elements in the population which will be peacefully inclined and respect the rights of other nations."
