OFFENSIVE AGAINST JAPAN

CHUNGKING, July 7. Marshal Chiang Kai-shek told the Fourth People's Political Council that preparations for a general counteroffensive against Japan were proceeding- according to schedule. He added that the treatment, . equipment, and training of Chinese soldiers had been improving. ' "Particularly gratifying to us is the co-operation between the Chinese and American military authorities, which has become even more intimate," said Marshal Chiang. Meanwhile, Government quarters said that all efforts, including the dispatch of an appeasement delegation of six to Yenan, had failed to induce the Communists to attend the political council sessions which opened today. Delegates representing the Kuomintang and various small political groups are attending the council, which makes recommendations to the central executive committee of the Kuomintang. Mr. Churchill, in a message to Marshal Chiang Kai-shek on the occasion of the eighth anwiversary of the Japanese invasion of China, said that with hostilities in Europe successfully concluded Britain would now concentrate her efforts upon the achievement, in co-operation with her Allies, of final victory with the common enemy in the. Far East. "It is my earnest belief that the day is not far distant when the invader will be driven from Chinese territory," said Mr. Churchill, "and when, after its long years of sacrifice and suffering, the Chinese nation will be free to engage with other peace-loving peoples in the tasks of world reconstruction on the basis of our common ideals of democracy and international harmony and good will."
